Turkey Energy Summit and Eastern Med tussles

The Oilholic is about to complete a quick visit for a speaking engagement at the 10th Turkey Energy Summit in Altalya on the sunny shores of the Mediterranean, off the coast of which is brewing an almighty tussle for natural gas riches. 

For Eastern Mediterranean offshore prospection could potentially provide a pathway to over 70 trillion cubic feet (tcf) of natural gas. 

With great resource riches often come great geopolitical tensions. Cyprus has awarded drilling licences to its preferred partners, but Turkey which invaded the island in 1974 following a Greek-inspired coup and created a Northern Turkish Cypriot enclave in its wake, won't have any of it. 

Its response has been to send drilling ships of its own to howls from the EU and US, and of course Cyprus. But Turkey's Energy Minister Fatih Donmez told the summit in his keynote speech that Ankara won't be backing down, and more has emerged on the Turkish stance since. All the more fitting it was then that this blogger moderated two panels at the summit on 7 and 8 October, touching on geopolitics and its impact on energy and commodities market, and LNG market permutations. 

It was a pleasure and privilege to have conducted them and having partaken in some exciting and engaging industry dialogues.

Oilholic’s photo clicks @ the 22nd WPC host city

The Oilholic is by no means a photojournalist, but akin to the last congress in Moscow, and in keeping with a tradition dating back to WPC 20 in Doha, there is no harm in pretending to be one, this time armed with a BlackBerry DTEK here in Istanbul!

The 22nd World Petroleum Congress also marked this blogger's return to Turkey and the vibrant city of Istanbul after a gap of three years.

Final ‘crude’ thoughts from 21 WPC Moscow

The 21st World Petroleum Congress came to a close last evening at the mammoth Crocus Expo Center in Moscow, and its almost sundown here at the Red Square. A hectic five days gave plenty of food for thought and 'crude' tangents for discussion.

As noted on Tuesday, the Ukraine standoff failed to overshadow the event, as a veritable who's who of the oil & gas industry turned up regardless. Most movers and shakers, whether correctly, conveniently or cleverly, cited the premise that the Congress was a global event being hosted by Russia, and not a Russian event. So, in the eyes of most, there was no place for international politics. But it was certainly the place for industry intelligence gathering on an international scale.

If anything, it was the events in Iraq that cast a shadow over discussions rather than Ukraine. And with a rather eerie coincidence, just as the Congress came to a close on Thursday, the Brent front month futures price spiked to an intraday high of US$115.71 per barrel. That's the highest on record since September last year.

Most analysts here for the Congress noted that the speed with which the events are unfolding is most troubling and has serious implications for the oil price. For the present moment, the Oilholic is maintaining his price range prediction for Brent in the range of $90-105 circa. Instead of rushing to judgement, given that the US need for Middle Eastern crude oil is narrowing, this blogger would like to monitor the situation for another few weeks before commenting on his price prediction.

Meanwhile, Iran is out in force in Moscow pitching $100 billion worth of oil & gas projects. Additionally, among the many views on where to turn for new hydrocarbon resources, Arctic oil & gas exploration seems to be all the rage here. Here is the Oilholic's take in a Forbes article.

Elsewhere, executives from Saudi Aramco to Shell stressed the need to reduce output costs. Or to cite one senior executive, "We're seeking to either equal or better costs incurred by US unconventional plays." Drilling for oil has various permutations, but if natural gas is the objective, the target should be around $2 per thousand cubic feet, according to various US commentators here.

The oil & gas industry as whole is likely to need financing of $1 trillion per annum over the next 20 years as unconventional plays become commonplace, at least that's the macro verdict. Speaking in Moscow, Peter Gaw, managing director of oil, gas and chemicals at Standard Chartered, said the banking sector could meet the demands despite a tough recovery run from the global financial crisis.

Anecdotal evidence here and wider empirical evidence from recent deals suggest private equity firms will continue to be players in the services business. But Gaw also saw hybrid finance deals involving hedge funds and pension funds on the cards.

Andy Brogan, global leader of EY's oil & gas transactions, said the diversity of projects both in region and scope is evident. Asia Pacific and Latin America should be the two regions on the radar as some financiers attempt to move beyond North America. Sounding cautiously optimistic, Brogan added that the post-crisis "appetite" is gradually returning.

A senior US industry source also told the Oilholic that Bakken capex could top all industry estimates this year and might well be in the $20-25 billion range. Away from financing, a few other snippets, the Indian delegation left pledging more information on a new rationalised tax regime, licensing policy, and a move on its highly political subsidies regime.The world's fourth largest energy consumer is looking to stimulate foreign investment in its oil & gas sector. However, to facilitate that, India's new Prime Minister Narendra Modi knows he has to shake things up.

Meanwhile, BP, already an investor in India, has inked a $20 billion LNG sale and purchase agreement with CNOOC, China's leading LNG projects developer.

While the rest of us were in Moscow, Chinese Premier Li Keqiang and British Prime Minister David Cameron were among onlookers as the deal for up to 1.5 million tonnes per annum of LNG starting from 2019 was being inked.

Lastly, it has to be said that over the first two days of the Congress, the Oilholic nipped in and out of 8 forums, talks and presentations and one keynote. Not a single one passed without 'shale' being mentioned for better or for worse!

That brings yours truly to the final thoughts from Moscow and there's more than one. Firstly, the Congress has widely acknowledged the US shale bonanza is now firmly beyond doubt. Secondly, the thought that Arctic oil & gas exploration is the next 'final frontier' is getting firmly entrenched in the thinking of most here in Moscow.

Finally, Istanbul should be congratulated on being named the host city of the 22nd World Petroleum Congress. By the time delegates arrive in town in 2017, the 'Kanal İstanbul' project should be well underway and the fate of the world's second-busiest oil & gas shipping artery – the Bosphorus – could make a good starting point.

On that note, its time to say Dos Vedanya to Russia and take the big flying bus home to London Heathrow! The Bosphorus, a 'Wild Project' & Turkish politics

The Oilholic spent better parts of the afternoon in pouring rain examining the strategic maritime artery known to world as the Bosphorus, a strait that forms the boundary between Europe and Asia and splits Istanbul.

For nearly 7 hours, yours truly criss-crossed on ferries from Kabataş on Istanbul's European side to Kadıköy on the Asian side, back to Eminönü on European side [where ancient Byzantium was built] and finally a return journey up and back from Rumelifeneri, Sariyer, passing twice under the Bosphorus and the Fatih Sultan Mehmet bridges.

The said journeys ensured this blogger got a true picture of how busy the world's narrowest natural strait is and it's getting busier with oil and LNG tankers going back and forth from the Black Sea. Excluding local traffic, roughly around 132 ships pass through the Bosphorus on a daily basis, making it the second densest maritime passage after the Strait of Malacca. 

The Oilholic is no naval man, but aboard a vessel on Bosphorus - given the blind bends and S-shaped turns - often one couldn't spot ships approaching from the opposite direction at several points. As if natural and geographical challenges weren't enough, the heavy municipal ferry traffic linking Istanbul's European and Asian sides make navigation even trickier.

The photo (on the right, click to enlarge) is an apt illustration - clicked from a ferry one is aboard, zipping past a Greek tanker, behind which is another ferry, behind which is another tanker in the distance. This is a typical day's navigation for captains of ships passing through here on a murky day like today.

On either side of the Bosphorus live around 14 million souls who call Istanbul home. Makes you think – what if there is a collision? According to Istanbul University, modern navigation techniques have considerably [and thankfully] reduced incidents. Nonetheless, since the end of World War II there have been over 450 incidents on record.

Of the 26 incidents classified as 'major', eight involved tankers and almost all collisions resulted in a crude oil, petroleum or other distillate spill of some description. The worst incident happened nearly 20 years to this day, on March 13, 1994 when a Cyprus registered tanker collided with a bulk carrier resulting in 27 deaths, the spillage of 9,000 tons of petroleum and combustion of another 20,000 tons. The blaze lasted for four days and tanker was completely burnt. Not only was the marine environment harmed, but traffic was suspended for several days.

However long ago the incident may have taken place (and there have been others albeit less serious ones since), it chills people here to this day. Most of the oil shipments originate from Russian ports. Local sources say around 2.5 million barrels per day (bpd) to 3.2 million bpd move through the Turkish straits, which include the Marmara Sea, Çanakkale (or Dardanelles, the separation point of the Gallipoli Peninsula from Asia) and of course the Bosphorus.

The cumulative volume for each year almost singularly depends on how Russian exporters shift their load per annum between Baltic and Black Sea ports. So getting his thinking cap on, Turkish Prime Minister Recep Tayyip Erdoğan, just before seeking re-election for a third term in 2011, announced the 'Kanal İstanbul' project – an idea first mooted in the 16th century.

The PM said that ahead of the 100th anniversary of the Turkish Republic (founded in 1923), the nation needed a "crazy, magnificent" project. The idea is to carve up an artificial canal that would be 50km long, 150m wide and 25m deep. Istanbul itself would turn into two peninsulas and an island courtesy of the artificial re-jigging.

The published measurements carry a message. Any structural engineer would tell you that a canal of the above dimensions would certainly be capable of handling very large crude carriers (VLCCs). This would cut the need for suezmaxes (largest ship measurement capable of transiting through the Suez Canal conventionally capable carrying 1 million barrels) from criss-crossing the Turkish Straits as frequently as they do these days.

It could also help Erdoğan, currently facing local elections and umpteen demonstrations, circumvent the Montreux Convention, which gives Turkey a mandate over the Bosphorus, but allows free passage of civilian ships while restricting passage of naval warships not belonging to Black Sea bordering nations. Critics say the PM is looking to bypass the Montreux Convention, but supporters say he's making a case for good business, while appearing to do his bit for the ecology as well.

Alas a pre-election promise of 2011 and one that's morphed into pre-2014 local elections plan doesn't appear to be properly costed. The figure in the Turkish press is US$10 billion. It's sent all the project financiers this blogger has contacted about it scratching their heads. The headline project valuation is just too low for a project of this magnitude, in fact highly improbable, given the lira's fortunes at the moment.

However, a government official told this blogger that "finance won’t be a problem" while another said "it won’t be needed" as the Turkish Government will self-finance with Phase I already underway. Doubtless, some Russian help – if asked for – would be forthcoming. Ironically, it's a Russian financier, whose kids are [of course] studying in England, who told yours truly, "Erdoğan's project cost estimate is as you British say – a load of bollocks!!"

The PM simply describes the project rather mildly as his "Çılgın Proje" or "Wild Project" and by the looks of things, it certainly is wild. Don't know what the final costs would be, but the target is to have it ready by 2023. As for Russian crude, Ukraine stand-off or not, Baltic or Black Sea routes, it'll ship unabated. Last year, just as Rosneft was eyeing acquisition of TNK-BP, the world largest independent oil trading house Vitol and rival Glencore (now Glencore-Xstrata) agreed to lend $10 billion to the Russian giant to help it finance the acquisition.

In exchange, both the trading houses received a guarantee of future oil supply. A simple Google search would tell you, its not the largest oil trading deals in history, but its right up there dear readers. For Erdoğan, a former mayor of Istanbul, the project would be about his legacy to Turkey, along with a third Bosphorus suspension bridge – Yavuz Sultan Selim Bridge – which is scheduled to open in May 2015.

However, right now under his watch Turkey appears to be in a fight for its soul. Erdoğan's "mildly Islamist" (as The Economist prefers to call it) Adalet ve Kalkınma Partisi or AK Party is hugely popular in rural areas but not quite so in urban centres.

Since arriving on March 8, right up and until this afternoon, as the Oilholic prepares to fly out, there have been repeated protests and clashes in Taksim Square. Even if you are a couple of miles away from the flashpoints, the smell of tear gas is around. It all erupted in May last year with mass protests. The political context is well-documented in the mainstream media as is Erdoğan's tussle with his once mentor cleric Muhammed Fethullah Gülen.

The latest casualty in these god awful political melees was 15-year old Berkin Elvan, who died yesterday following 269 days in a coma after being hit on the head by a tear gas canister last year. He didn't commit a crime say locals; he was just in the wrong place at the wrong time, caught in a skirmish while out to buy bread for his mother.

Erdoğan can build his legacy around urban developments, bridges, canals and superefficient shipping lanes, he can put forward uncosted grandiose dreams, but if lives like Berkin's are the price for his fixation to power, then something is inherently wrong with Turkish politics and the way the PM thinks. On this unusually sad note, that's all from Istanbul folks. Sorry for the temporary digression from what this blog is about, but it's difficult not to feel anything. Keep reading, keep it 'crude'!

Addendum, Mar 15: According to a BBC World service report, as further clashes following the death of Berkin Elvan have spread well beyond Istanbul to 30 other towns, Turkish Prime Minister Recep Tayyip Erdoğan has claimed that the boy had links to "terrorist organisations"…Along with most of Istanbul, the Oilholic despairs!

Turkey's Russian connection: Bazaars to barrels

The Oilholic finds himself in a soggy Istanbul, with Turkey in the middle of election fever and the Black Sea in the grip of a Cold War style stand-off over Ukraine.

Before landing here, yours truly ran in to a Moody's spokesperson at BA's Heathrow T5 lounge. It seems that the ratings agency predictably sees Gazprom and Russia's banking sector taking a hit, if recent notes to subscribers are anything to go by. With 52% of Gazprom's exports to Europe currently routed through Ukraine and the country contributing up to 8% of its revenues, there is trouble ahead. Nonetheless, it can cope pretty well in the face of an escalation.

When it comes to the banking sector, Moody's reckons the aggregated exposure could be as high as US$30 billion. The Kremlin is likely to step in if needs be but it won't be needed as the figure equates to less than 2% of system assets. Interestingly, just before dashing off to our respective flights, our friend from Moody's gently nudged the Oilholic and quipped, "Wait till you get to Istanbul and see NATO member Turkey's exposure to Russia." And so this blogger came, he saw and he wondered!

We'll come to the barrels later, lets start with the bazaars first. Despite the unusually miserable weather, the city is packed with Russian tourists. From the metro to the tourist spots, you cannot escape Russian chatter in the background. "For sale" signs in retail outlets are up in two languages – Turkish and Russian. In expanding its tourism sector and wider economy, Turkey has welcomed Russian tourists and business investments with open arms including a favourable visa regime for over 10 years now.

The results are tangible. With the Turkish Lira in throes of unpredictability, every big ticket item – from designer stuff and marquee labels to high value Turkish handicrafts – is priced by retailers here in euros; with quite a few Russians around with more than a few euros.

Digressing from retail to banks, the exposure of Turkish banking institutions to Russia is harder to quantify as the current macroclimate in the country [not Ukraine & NATO] has conspired to turn the situation fluid. Unfortunately, no one wants to nail a figure on record as forex permutations are making life difficult extremely difficult for the analysts, but off record it is certainly not "as high as Ukraine."

Excluding exposure of Russian banks to Turkish infrastructure project finance exercises, $5 billion to 10 billion is a reasonable conservative guesstimate. From banks, rather crudely to barrels – Russia is Turkey's 6th largest export market. Mostly consumables, textiles and manufactured goods worth $3 billion were exported by Turkey to Russia in 2012.

What came back from Russian shores was $27 billion worth of imports including crude oil, distillates, natural gas and iron and steel that same year. Of the said figure, $17.26 billion were oil & gas imports! Using a dollar valuation at constant exchange rate (which has been anything but constant), we are looking at a 625% jump in Russian "imports" between 2002 and 2012. The said percentage need not be sensationalised as the starting point was a low base, but it gives you an idea of NATO Turkey's exposure to [and reliance on] Russia.

Furthermore, the Bosphorus is a major maritime artery for oil & gas shipments via the Black Sea. Exports from the Russian loading port of Novorossyisk by tankers via the Turkish straits have been rising steadily over the last 10 years. Recognising this, Turkey even has an embassy in Novorossyisk.

Recently, Poland's Prime Minister Donald Tusk, in sync with the Oilholic, was correctly berating Germany for its exposure to Russian gas and why it would give the EU a weaker hand over the Ukrainian tussle.

"Germany's reliance on Russian gas can effectively limit European sovereignty. I have no doubt," Tusk told reporters, ahead of German Chancellor Angela Merkel’s visit to his country. [Ouch!]

Maybe Tusk ought to look at fellow NATO member Turkey too. If the diplomatic row continues to escalate, Turkey would find it very hard to indulge in verbal or economic jousts with Russia. It took a very vocal stand with Syria, but one suspects it may not be the case this time around. Banks, bazaars and barrels could all feel the squeeze – it's what colleagues in the analyst community down here openly acknowledge.

However, you don't need them or the Oilholic. All you need to do is take the tram from Istanbul's Grand Bazaar through to Kabataş, the last stop on the European shore of the Bosphorus, between Beşiktaş and Karaköy. The journey will help you reach the same conclusions unaided by charts, graphs and economic gobbledegook. And here's hoping, the weather is kinder to you than it has been to the Oilholic. The Kurdish question & a ‘Dudley’ sin?

The autonomous region of Kurdistan within Iraq's borders is drawing 'crude' headlines yet again. It's that old row about who controls what and gives rights for E&P activity in the region – the Federal administration in Baghdad or the provincial administration in Erbil?
 
The historical context is provided by Gulf War I, when allied forces imposed a no-fly zone, and the Kurds subsequently pushed Saddam Hussein's forces back outside the provincial border. That was 1991, this is 2013 – a lot has changed for Iraq, but one thing hasn't – Iraqi Kurdistan is as autonomous today, as it was back then.
 
In fact, it is more prosperous and an oasis of calm compared to the rest of the Federal state. One simple measure is that the rest of Iraq ravaged by sectarian conflict and Gulf War II still only provides its citizens with about an average of 6 to 7 hours of electricity per day. The average resident of Erbil gets 22 hours and sees infrastructural spending all around, driven by targeted revenue from oil and gas licensing and exports.

Since 2006, the Kurdistan Regional Government (KRG) has been granting rights for exploration within its borders to firms from Norway to the US, with much gusto and on better terms, many say, than the Federal administration in Baghdad. The Iraqi government in turn says KRG has no right to do so.
 
Mutual consternation came to a head in January when BP and Baghdad reached an agreement to revitalise the northern Kirkuk oilfield. Since jurisdictional mandate over the oilfield and the city is hotly contested by both sides, KRG declared the deal to be illegal on grounds that it was not consulted.
 
Firing a return salvo, Iraqi Oil Minister Abdul Kareem al-Luaibi called the production and export of oil from Kurdistan to be an act of "smuggling" and threatened to cut the region's [17%] spending allocation from the federal budget as well as take legal action against Western firms digging up Kurdistan, beginning with London-listed Genel Energy (the first such firm to export from the region).

Neither Genel Energy nor the administration paid heed to that threat. Baghdad and BP did likewise with KRG's moans over Kirkuk. Then the US State Department issued an advisory to all American oil firms operating in Kurdistan that they could be liable for legal damages from Baghdad. Doubtless, the rather handsomely rewarded legal eagles at their end advised them not to worry too much.

An "as-you-were" lull lasted for roughly 10 months, when last week in an extraordinary development, Bob Dudley, CEO of BP, joined al-Luaibi and officials from the Iraqi state-run North Oil Company to pay a controversial visit to the Kirkuk oilfield in a show of support. Why Dudley took the decision to go himself instead of sending a deputy is puzzling and paradoxically a bit obvious as well.
 
In making an appearance himself, Dudley wanted to show how important the Kirkuk deal is. Yet a deputy of his would have drawn a similar two-fingered gesture from KRG, as his visit did. Playing it cool, a source at BP said its only intention is to revive production at Kirkuk, an oilfield which at the turn of millennium saw an output of 900,000 barrels per day (bpd), but can barely manage less than a third of it today.
 
BP has the technical know-how to improve the field's output, but how it will extricate itself from the quagmire of the area's politics is anybody's guess. An Abu Dhabi based source says both sides are entrenched at Kirkuk. BP will have access to the Federally-administered side of the Kirkuk field, namely the Baba and Avana geological formations. But one formation – Khurmala – is inside the Kurdish provincial borders and being is developed by the KAR group.
 
Furthermore, there is another twist in the linear fight between Baghdad and Erbil – Kirkuk's governor Najimeldin Kareem, a man of Kurdish origin, has backed the Federal deal with BP. Dudley left the oilfield without saying anything concrete on record, leaving it to the Iraqis to do most of the talking.
 
The Iraqi Oil Ministry chose to describe Kareem's backing "as securing the complete support from the local government of Kirkuk" in order to commence developing Kirkuk. Hmm…but whose Kirkuk is it anyway? The primary beneficiary of Kurdish oil exports is Turkey; the closest market where the aforementioned Genel Energy delivers most of its output to.
 
Where the tussle will lead to is unpredictable – but it hasn't deterred either BP from signing up a deal with Baghdad or the likes of ExxonMobil, Chevron and Total with Erbil. This brings us back to why Dudley went himself – well, when his peers such as Rex Tillerson, ExxonMobil's boss, have showed-up in Erbil, there was perhaps little choice left. If the regional politics goes out of control, the bosses of oil firms would have only themselves to blame for getting so close to the Iraqi wrangles most say they are least interested in.
 
At the centre of it all is the thirst for black gold. KRG is providing generous production sharing and contract conditions within its autonomous borders, while Baghdad has quite possibly given equally generous terms to BP for Kirkuk. The oil major has already announced a US$100 million investment in the oilfield.
 
Giving KRG the last word in the verbal melee – in September 2012, even before the recent salvos had been fired in earnest and the CEOs had come calling, Ashti Hawrami, Minister for Natural Resources of KRG, said something rather blunt on BBC’s Hard Talk programme which explains it all: "To put it politely, if I have million barrels of oil to produce in two years time, the market needs it, Iraq needs it and at the end of the day we are going to win that battle."
 
There are 50 plus firms already helping him achieve that objective. With geological surveys projecting that Kurdistan potentially has 45 billion barrels of the crude stuff, many of these firms are working with the KRG contrary to advice given by their own governments.
 
And as if to rub it in further into his Federal counterpart, Hawrami quipped, "Kurdistan's investment and spending plans are more structured…Why is Baghdad buying F-16s when Iraqis have little more than 4 hours of electricity per day on average [much worse than the inhabitants of Iraqi Kurdistan]." OUCH!
 
Moving away from Iraqi politics, Brent's $106 per barrel floor has not only been breached, but was smashed big time last week. As noted, hedge funds are indeed feeling the pinch, for instance high-flier Andy Hall's $4 billion baby – Astenbeck Capital Management.
 
According to Reuters, Astenbeck is down 5% as of Oct-end, largely due to the slump in Brent prices. Even though Hall's team have diversified into palladium, platinum and soft commodities, it'd be remarkable if the fund is able to avoid its first annual loss in six years. However, one shouldn't be too hard on Astenbeck as the average energy fund on Chicago's Hedge Fund Research Index, is down 4.45%. That's all for the moment folks! Keep reading, keep it 'crude'!

Why Iran is miffed at (some in) OPEC?

The talking is over, the ministers have left the building and the OPEC quota ‘stays’ where it is. However, one OPEC member – Iran – left Vienna more miffed and more ponderous than ever. Why?

Well, if you subscribe to the school of thought that OPEC is a cartel, then it ought to come to the aid of a fellow member being clobbered from all directions by international sanctions over its nuclear ambitions. Sadly for Iran, OPEC no longer does, as the country has become a taboo subject in Vienna.

Even the Islamic Republic’s sympathisers such as Venezuela don’t offer overt vocal support in front of the world’s press. Compounding the Iranians’ sense of frustration about their crude exports being embargoed is a belief, not entirely without basis, that the Saudis have enthusiastically (or rather "gleefully" according to one delegate) stepped in to fill the void or perceived void in the global crude oil market.

Problems have been mounting for Iran and are quite obvious in some cases. For instance, India – a key importer – is currently demanding that Iran ship its crude oil itself. This is owing to the Indian government’s inability to secure insurance cover on tankers carrying Iranian crude. Since July, EU directives ban insurers in its 27 jurisdictions from providing cover for shipment of Iranian crude.

Under normal circumstances, Iranians could cede to the Indian demand. But these aren’t normal circumstances as the Iranian tanker fleet is being used as an oversized floating storage unit for the crude oil which has nowhere to go with the speed that it used to prior to the imposition of sanctions.

The Obama administration is due to decide this month on whether the USA will renew its 180-day sanction waiver for importers of Iranian oil. Most notable among these importers are China, India, Japan, South Korea, Taiwan and Turkey. US Senators Robert Menendez (Democrat) and Mark Kirk, have urged President Obama to insist that importers of Iranian crude reduce their purchase contracts by 18% or more to get the exemption.

So far, Japan has already secured an exemption while decisions on India, South Korea and China will be made before the end of the month. If the US wanted to see buyers cut their purchases progressively then there is clear evidence of this happening. Two sources of the Oilholic’s, in the shipping industry in Singapore and India, suggested last week that Iranian crude oil exports are down 20% on an annualised basis using November 23 as a cut off date. However, a December 6 Reuters' report by their Tokyo correspondent Osamu Tsukimori suggested that the annualised drop rate in Iranian crude exports was actually much higher at 25%.

Of the countries named above, Japan, South Korea and Taiwan have been the most aggressive in cutting Iranian imports. But the pleasant surprise (for some) is that India and China have responded too. Anecdotal evidence suggests that Chinese and Indian imports of Iranian crude were indeed dipping in line with US expectations.

When the Oilholic visited India earlier this year, the conjecture was that divorcing its oil industry from Iran’s would be tricky. Some of those yours truly met there then, now agree that Iranian imports are indeed down and what was stunting Iranian exports to India was not the American squeeze but rather the EU’s move on the marine insurance front.

If Iran was counting on wider support within OPEC, then the Islamic republic was kidding itself. That is because the Organisation is itself split. Apart from the Iraqis having their own agenda, the Saudis and Iranians never get along. This splits the 12 member block with most of Iran’s neighbours almost always siding with the Saudis. Iran’s most vocal supporter Venezuela, is currently grappling with what might (or might not) happen to President Hugo Chavez since he’s been diagnosed with cancer.

Others who support Iran keep a low profile for the fear of getting embroiled in diplomatic wrangling which does not concern them. So all Iran can do is moan about OPEC not taking ‘collective decisions’, hope that Chinese patronage continues even if in a diminished way and stir up disputes about things such as the appointment of the OPEC Secretary General.

The dependency of Asian importers on Iranian crude is not going to go overnight. However, they are learning to adapt in fits and starts as the last 6 months have demonstrated. This should worry Iran.
